Level 9 Unit 02: Formal Nominalization & Public Syntax (-는 바이다, -에 비추어 볼 때, -기 일쑤이다)

This module focuses on the formal syntactic structures used in official public statements, corporate press releases, policy papers, and TOPIK II Level 6 writing.

1. -는 바이다 / -는 바입니다 (Official Proclamation & Resolute Declaration)

바 functions as a formal bound noun (the matter / what one wishes to express). Attached to action verbs, -는 바이다 delivers an authoritative, formal declaration of gratitude, warning, or official resolution.

Examples:

• 양국의 지속적인 번영과 우호 협력을 진심으로 희망하는 바입니다.
  (We sincerely express our hope for the continuous prosperity and friendly cooperation of both nations.)
• 이번 사태에 대해 깊은 유감을 표명하는 바이다.
  (We hereby express our profound regret regarding this incident.)
• 정부는 이번 불법 행위를 법과 원칙에 따라 엄단할 방침임을 밝히는 바이다.
  (The government hereby clarifies its stance to strictly punish this illegal act according to law and principle.)

2. -에 비추어 볼 때 / -에 비추어 (In Light Of / Reflecting Upon...)

Used to make analytical deductions by comparing a current phenomenon against historical precedents, legal standards, or empirical data.

Structure:

[Precedent / Standard / Context] + -에 비추어 (볼 때) + [Analytical Conclusion]

Examples:

• 과거의 경제 위기 사례에 비추어 볼 때, 선제적인 유동성 공급이 필수적이다.
  (In light of past economic crisis precedents, preemptive liquidity supply is essential.)
• 사회 통념에 비추어 납득하기 어려운 처사이다.
  (This is conduct difficult to understand in light of common societal norms.)
• 최근의 기후 변화 추세에 비추어, 재난 방지 시스템을 전면 재검토해야 한다.
  (Reflecting upon recent climate change trends, we must overhaul our disaster prevention systems.)

3. -기 일쑤이다 (Repetitive Negative Propensity)

Highlights a habitual vulnerability where a troublesome outcome happens repeatedly due to carelessness.

Examples:

• 환절기에는 일교차로 인해 감기에 걸리기 일쑤이다.
  (During the change of seasons, people routinely catch colds due to severe daily temperature fluctuations.)
• 초심자들은 단기적인 주가 변동에 일희일비하여 손실을 보기 일쑤다.
  (Beginners routinely suffer losses because they react emotionally to short-term stock price fluctuations.)
